| Revision to OT-5 Loading Authorization |

The Association of American Railroads (AAR) has revised and issued
AAR Circular
OT-5 K
– "Rules Governing Assignment of Reporting Marks, Mechanical Designations
and Applications for the Use of Private Equipment." The Circular – which supersedes
Circular OT-5J – is effective January 1, 2009.

The primary provisions of AAR Circular OT-5 K from OT-5 J are:

Requests for loading authority must be filed electronically utilizing the Railinc web based system.

Loading authorizations are now required for tank cars.

Beginning January 1, 2009 through December 31, 2009 applications to load tank cars may be submitted per the requirements of AAR Circular OT-5 K.

Beginning January 1, 2010 applications to load tank cars must be submitted per the requirements of AAR Circular OT-5 K.

Due to the nature and content of the information required to complete the OT-5 Loading
Authority Application it will be the shipper’s responsibility to complete and submit
the loading requests to the originating carrier utilizing the Railinc system as
outlined in the links below. Additional information on AAR Circular OT-5K may be
